The CTCRI was a national partnership of research, government and not-for-profit organizations committed to strategic funding of tobacco control research.
Partnership history
The CTCRI was founded in 1997 with seed funding from the National Cancer Institute of Canada (NCIC) to support research that would have a direct impact on tobacco control policies and programs. An action plan for the CTCRI was developed in 1998. In 1999, the CTCRI was officially established as a partnership between the Canadian Cancer Society, the National Cancer Institute of Canada, Health Canada and the Social Sciences and Humanities Research Council. A Memorandum of Understanding (1999/0-2003/4) between the partners was signed. The CTCRI began funding research with a Planning Grant stream that allowed tobacco control researchers to prepare competitive proposals for submission to major health research funders.
Strategic partners
The CTCRI’s strategic partners included: the Canadian Cancer Society, the Canadian Institutes of Health Research, the National Cancer Institute of Canada and Health Canada. Comprised of two representatives from each of the strategic partners, the CTCRI Board of Directors meet regularly to discuss strategic issues related to the CTCRI's activities and to approve budget allocations. A five-year Memorandum of Understanding between the new partners was signed in July 2003.

Partnership award
In 2004, the CTCRI received the partnership award from CIHR Institute of Neuroscience, Mental Health and Addictions (INMHA). The award was presented to the CTCRI Chair at the INMHA annual meeting in recognition of the following:
- outstanding work that supports INMHA as an organization
- outstanding work that supports the mandate of INMHA
- INMHA involvement in the CTCRI's activities
- the CTCRI’s involvement in INMHA's activities
- collaborative work with INMHA and/or other partners, that does not focus exclusively on the CTCRI’s own agenda
- advocacy in the areas covered by INMHA's mandate
- the public impact made through the CTCRI’s activities
