From its inception, the CTCRI was intended to provide strategic leadership that would have an impact on tobacco control programs and policies in Canada both through innovative programs and project work as well as through the funding of research. The CTCRI, therefore undertook a number of initiatives to address gaps within the field of tobacco control or abuse and nicotine addiction:

• Supporting knowledge transfer and the engagement of program and policy decision makers in research 
• Identifying better practices to guide policy and program decision making
• Developing common approaches to evaluation and monitoring
• Developing mechanisms to support international research collaboration and to enhance international research capacity
• Mapping future directions in tobacco control research
• Holding an annual symposium to build research capacity and tobacco control networks in Canada
